Second on Frontier pads as I've had good luck with them: oil and light rub takes off the rust and remarkably doesn't seem to affect the bluing at all. Steel wool seems less friendly to bluing by far.

They can be bought at big45metalcleaner.com and you will be amazed at what they will do with WD-40 or Kroil. They will not harm blue or case colors. Try one first. You won't be disappointed.
