OK, what is done when barrels are "relayed"?

I have never heard the term.

Sounds like rib work. I have heard reference to laying a new rib or relaying a rib that has come loose. Good luck.

If it is just the barrels that are being sent, No; it needn't go through the FFL process. If the action is being sent, then it does.

Guns sent in for repair or service don't require an FFl.

The gunsmith receiving the firearm for repairs must have an FFL. The customer shipping the firearm to the FFL gunsmith does not need an FFL according to federal regs. If you live in one of the Hillary for President states, it might be good to check on state regs before shipping the complete firearm. Shipping the barrels only doesn't require an FFL on either end.

The maker, dealer and repair/custom shop all have FFLs.
If the op was shipping a firearm he wouldn't need a FFL on his end because there is no change in ownership.
