The chart appears to be a broad brush approach to categorizing chokes, but if you are getting chokes installed (screw-ins) or modified (fixed), the choke manufacturer's website will have a chart that will be much more specific as to how they do it. Sometimes it requires you to be specific as to an exact choke diameter to get what you want. Briley is one that treats the 16 ga the same as their 12 ga chokes and may end up a little tighter choked than you had planned. A quality bore gauge setup is an invaluable tool if you get a lot of choke work done. I've even had to send a set of chokes back to Briley, who I consider to be the gold standard of choke work, to be remade after checking them with my bore gauge.

I have my own choke chart I compiled over the years by owning guns and shooting a lot of patterns. No two charts are in complete agreement and a significant number of barrels and choke tubes are mismarked, IMHO. That's why I have a bore gauge.

In fairness, I do agree.

My old Stevens fixed choke says it has a modified barrel.

Though checking it with a set of calipers, is considerably tighter constriction and would be an improved modified.
