Primed shells work great in my experience...

Other wise, a good charge of fast powder with some stacked cards would be the solution. Some fill a standard wad with millet or birdseed. Pressure will be pretty low, so check the barrel after shooting to be safe.

I had posted a similar question, and developed a popper load based on information from BPI. Regardless of your needs, have you seen the price for 12 ga. poppers?! I buy them 10% above cost, and they are still over priced! I seriously considered manufacturing and selling poppers, but the liability insurance is the deal breaker.

How loud do you need to be? Personally, I don't see a need to have the actual volume of a real load, and since I don't know your needs; you might need more volume.

If dog training with a group, we tend to use starter pistols, and at hunt tests we use 12 gauges with poppers.

If your dog is to be near, when the gun is discharged; I've found the easiest to use is a primed hull.

Another option is a primer insert as sold by Lion Country Supply. You just insert a primer. Just as loud as a primed hull, cheaper, but also a bit more difficult to remove and insert primers compared to exchaging hulls.
