Will increasing or decreasing the number of felt wads change the ballistics enough so that the load is unsafe to use?

I don't think you will be able to tell a difference in your loads. I can't test pressures, but have chronographed various wad columns using the same load with little change in velocity and noticed report.
Felt in and of itself is not a very good gas seal and would not create a tighter seal to raise pressures and make a safe load, unsafe.

It will not make any difference and will not create an unsafe condition. Smile
